Initially, the rescuers were not aware of the number of puppies inside the grate, so they had to wait till all the animals were out. Luckily, the drain seemed deep, but it was not. This made it easier for them to remove the puppies.
Huddle
Because they remained in a dark, cold sewer for so long, and then suddenly were surrounded by people, it must have been puzzling to them. As the babies huddled together, it seemed as if they had been in the sewer for more than a few days.
